I have not had any of my zebra pairs do that to each other.
I've seen my males get into a beak fencing fight and one will grab the other birds beak and swing him about under the perch.
I would say to keep an eye on them to see which one is being aggressive and WATCH the condition of the other bird. You don't want one of them to get injured.
Worse case, remove the male, and leave the hen with the eggs.
Tossing in my case happens on the day the bird hatches. And then it is is deliberate, where the bird will pick up the hatchling and take it out of the nest. Other times it might be accidental where the hatchling gets tangled in the parents foot when it leaves the nest and gets dragged out. This can happen at any time.
One possible reason for tossing is lack of food. To eliminate this as a possibility, do not let the food dish go low and don't let the egg food run out for very long. If you can't be home all the time, start giving them commercial dry egg food or miracle meal. These will keep longer than fresh eggs which will spoil after a few hours.
