The numbers allowed would be determined by your county or city. I am now in the county and can have unlimited as long as I have a wildlife liscense and allow inspections.
When I lived in town (behind my grooming/boarding shop) I was within city limits. You could only have 5 birds unless you had a wildlife liscense and permit, also a business liscense to sell. You also had to have a sales tax number and collect the sales tax for city and county. There is no state sales tax in Florida.
The only reason I could sell birds from my store was because it had been grandfathered in since it had been established for so long. Now you can't have a commercial kennel in the city limits at all.
So it really can very from city limits to county restrictions besides your states requirements. Check out your local animal control. They should be able to tell you the numbers and what is required.
