I went outside and found some finch safe (Kumquat) branches, scrubbed them down with mild soap and rinsed well with water,,,,I then baked them in a 200 degree F oven for an hour, and completely cooled them,,,,,,,,
I then added them to the cage at varying levels and at varying angles to see what they liked,,,,,
one of the finches is having a ball,,I caught him hanging upside down from one of the branches LOL it does appear he has to work more for these uneven branches than either the standard perches or the pretty plain one I bought at the pet store,,,,,
but the other one doesn't seem to want anything to do with them,,,,,,he's hanging onto the nest, and the hay ball and the sides of the cage,,,,,ANYTHING to avoid those new perches,,,,,,
is that normal? Maybe it will just take him a little more time than it took his partner,,,,,,
Is this normal?

Just give them time. I have also brought in natural perches and baked them. My finches avoided them for a while but then got used to them. Especially if they see the other finches are okay with them. They'll come around. With my one finch I made a curved perch and attached bread ties to the end so when she sits on it it swivels back and forth like a swing. She loves it!

LOL That's always how it happens!
As the others mentioned, some are just more cautious than others.
I have some who jump on new things straight away and others who seem terrified of new objects (and foods) and take a long time to acclimate.
