I would like peoples thoughts on this. Im thinking of getting this to attach to the back wall of my new finch enclosure, it looks to be both attractive and also practical. As I understand water features can be a pain to keep clean, I figured this would prevent the normal issues, as each 'bowl' can simply be lifted off, taken out and emptied/wiped clean. They can bath in it and drink from it.
Also if I go for this will I also need to put a separate gravity fed drinker in, so its cleaner water? Or will they just ignore it and drink from the water feature instead?

I used a cascading fountain in an indoor aviary I had at one time. One thing I found was that the bowls were too deep for bathing, so I had to add stones to them to make it easier for the birds, which added to the work of cleaning them. I will say that the birds loved it.
If you can simply lift off each bowl to clean it, that sounds pretty easy to do.

Oh I didn't think about depth. How deep can a bath be?

I would say no deeper than 2".
I too would be interested in where to buy this water feature.

I use plastic ice cream bowls filled to a depth of a bit over an inch. So an inch to 1.5" is good.
These are like smaller versions of a soup bowl. Cheap- 3 for $1 at one of the dollar stores.
Sometimes they just swish their heads around in the water and sometimes they jump right in for a big bath.
