Jen has some very good advise. Since you are in California, if you are renting, I think the landlord has to provide air conditioning especially under this heat condition. Your apartment would be considered uninhabitable because of the extreme heat. Just like in the North in the winter, a landlord has to provide a way to heat the apartment. That is the law.
