I'm thinking of trying to hand tame Anduin, he/she is 13 days old today, what age should I start trying and what should I do?

Personally, I wouldnt. Finches are too small and delicate. I wouldn't want to risk injury or stress. And where there is excess stress there can be a potential of developing illness because of lower immune system due to stress. I wouldn't want to risk it.

Finches don't easily stay tame, even if they are so as youngsters, so it's up to you if it's worth trying or not. I really don't think real, longterm bonding ever occurs without hand-feeding and imprinting in most cases.
I handled my last society clutch extensively from birth to fledging, but in between returned them to the nest and to their parents. I never fed them. For a few weeks, I thought I had won, and they would stay tame. They would fly to me and let me pet them and sleep in my hands. It gradually went away with age, however. They became harder to handle and less and less interested in me, and of the pair I kept, they're entirely wild now. Not fearful, but not at all handleable. They grew up into birds, and I think that's typical. But they were very, very fun and cuddly here at 3 weeks old.
