Looking for a breeder near Kansas City, KS to purchase a pair of Java Finch. Please let me know.

This guy isn't close to Kansas City, but at least he is in Kansas. You could check with him to see if he has any Javas. A guy named Steve Steger used to have Javas in Kansas, but I don't have contact info.

I run a small java group on FBk...Steve was mentioned not long ago, that he has javas and he is out of Maize, KS... he goes to local shows.

Googled his aviary name and found this for you

Javas are illegal to transport across state lines... Lacey Act. They must stay or be sold in/from the state they already reside in.

I wouldn't ship or receive Javas across state lines anymore, because of the Lacey rules... but really, what is the likelihood of your car being stopped by a USDA "agent" if you drive a Java Sparrow home from another state? Pretty small risk.

Here in the northeast, our states are small and everyone buys / sells birds across state lines with little knowledge of "rules". Do we know of even one person, ever fined for transporting Java Sparrows?

a large well known breeder was approached by "out of state" buyers and was asked to ship across state lines...the breeder agreed, it was a set up. The breeder was fined heavily, if he had accepted payment or actually did ship java the fines would have been more. Penalties and jail time depend on the offense.
