Are the plant/aquarium flourescent lights sold in the stores the same as FULL SPECTRUM?

I think they are pretty close. But they are also biased towards the color spectrum for plants. I used a "daylight" balanced flourescent tube on my fish tank.
Similarly, I use "daylight" balanced flourescent tubes on my birds because the colors look better than warm or cool balanced tubes.

I use regular flourescent bulb with 6500K rating.
