I think that's too small for pushy birds like zebs. they really need a lot of space per pair. maybe one pair zebs with two calmer pairs, but not all 3 zeb pairs in one cage unless you have very gentle zebras. for calmer birds like owls, 3 pairs should work so long as you're not breeding them. breeding birds become territorial birds...
if you haven't tried it already, use the finch cage calculator to see just how many birds is reasonable for your cages.

oh, another thing - generally better to keep either two birds or more than six, especially when dealing with male/female pairs. at the in-between numbers, you are more likely to have fighting and pecking issues. so either one pair or three pairs per cage, not two. altho, again, it depends on the nature of your individual birds.

Personally owning owls, I would not give them 24 inches width wise for flight room...they need a wider cage, height is not as important as width.
Why not make two long cages....4 ft long, 3 ft high, 2 ft deep. Zebras also need the width more than height.

I am going to contradict here
He is saying that he is going to build a flight similar to mine
Only instead of dividing it into 2 dividing it into 3.
The measurements of each section will be 4 ft long x 2ft wide x 2 ft high. Which would be a lot bigger than any flights that we can buy.
I think it will be just fine for what you want to use it for.

Mis-read the final measurements (thanks Janine) ...4 ft long is good for owls, most of the time finches, especially owls stay to the top going to the bottom to feed.
