Our cage size is 25" width, 13" depth, 22" height.
There are two 25" dowel type perches going across, six 13" dowel type, and various other sizes and shapes. Total of fourteen perches in all.
It houses two zebras and a nest with a lot of eggs.
I've been looking at the various cage set-ups, and I think we have far too many perches.
I need a bit of advice on this one.

Without repeating what Liz said, I believe it is very important to allow finches to exercise, if you have too many perches there is enough room to roost but too little room to fly and exercise. Two perches at opposite ends of the cage about 4" from the end and one or two other perches close to the food or water is more than enough in that size cage.
So removing the excess perches is for their own good as a fat bird is an unhealthy bird
