I wasn't aware that the unit was used. Was it not advertised as slightly beat-up? If so, you should have asked for a price adjustment. I'm not sure how to replace the missing bars, as I have never purchased a cage in such condition, but the painting can easily be taken care of. In terms of "safe" paint, you ideally want to look into child safe paint - either spray or water-based. Any paint safe for children and young ones should be fine. Just make sure the paint is fully dried, aerated, and no odors/fumes are apparent, as these can be harmful for our feathered friends.
In respects to the manufacturer, Terenziani, yes, they are a well reputated Italian-European company that are highly respected in the Avian world in those parts and here as well. A lot of canary breeders use Terenziani, I believe.
