Which finches from the list below can be housed safely and happily with a star finch, with the same care? Also, can four finches be housed safely and happily in a 20x20x29 inch cage?

Cordon blues, gouldians, OC waxbills, mannikins, silverbills, are the more common and suitable choices

Personally, I don't keep any finches in anything smaller than 30x18x18, except on a temporary basis. They need room to fly. You have listed just about every exotic finch available, and you can automatically eliminate most of them as unsuitable or unavailable. You want a passive species, since Stars are passive. I would go with an Australian species, which would require similar diet and care--Star, Gouldian, Owl--and same sex, unless you want a Star of the opposite sex for breeding. But if you want to breed Stars, you will need a much bigger cage.

Sally has it right, so your after a different bird for a different look but your not going to breed is this correct.

Nope I'm just an enthusiast I'm not going to breed I just love birds.

Oh and also even thought they might be exotic they are all options and there at my local bird farm.

most species listed are totally unsuitable to small cages. 1 star male and 1 gouldian male would work. if it was me i would have 2 star cocks but for a different look i would go with normal gouldian male plus the star

Well Kenny is right as most of that list would require alot more room take the chaffinch for example, not only is it about three times bother than a star its diet requirements are different as well as temperament and it would require a larger cage just for its self. Out of that list I would only pick two types star either red or yellow or a gouldian and the only reason for both is no other bird knows its own kind like one of their own and a gouldian just by diet is the same and is a finch that doesn't fly alot compared to some like the double bar. Personal opinion small birds doesn't mean small cage its actually the opposite bigger better with finches, if you would like to get the best enjoyment and health from your birds best to get a large cage as the more room the more natural environment you can try to provide the better your birds will be.
