Rust and paint

I have a cage that sits on a wheeled holder. The holder has gotten rusty - no rust in the cage. How can I clean off the rust and what would I use to paint that would not harm the bird.

I can't advise you on removing the rust, but any paint store should be able to help on that. For paint, I have used latex spray paints to spiff up wire cages with no problems.
