Any thoughts on this cage?

I saw this cage at the Pet Store this week and wanted everyone's thoughts on it.
It has a clear view plastic front and back with wire sides. One downside I see is that the perches have to be attached width wise. I was thinking of keeping one pair of gouldians in it because I loved the unobstructed view. The dimensions of this cage are: 23" w x 18" d x 23" high.
I had many finches in an outdoor aviary many years ago but after several moves, no longer have them. But I've been thinking of starting up the hobby again by having some in a cage indoors, but I've never kept finches in a small cage like this before, they've always been in an aviary. Is this maybe TOO small for a pair of finches? Thanks for any advice or thoughts!!
