Gouldies picking apart their nest?

Hi everyone, hope you all had a good Sunday!
Question, I am noticing something that didn't show up in the previous 3 weeks that i have had my pair of Gouldinas..the female seems to be picking apart her nest from the outside, and the male is doing as much on the outside....they have plenty of nesting material in the cage, but, are they trying to tell me:
1) they don't like the nest (it made from straw or something)
2) they need other nesting material?
The nesting material that the female kept taking into the nest was that white cotton looking stuff...she seems to not be picking at it for pieces any more.....
ideas???
