I've never used the water tubes so can't help with how to train them to use them but I do know it will take a while. They should not be left without another water source, finches will die in a couple days without water.
Hopefully someone will jump in and give you guidance on how to switch them over.

I have the same problem with the water silos. Some leak and some don't. Then, some leak if filled to a certain point. They're okay day to day, but I'd never trust them for more than a day.
