I've noticed my finches do enjoy eating it but i was worried incase it will cause some kind of bowel obstruction as it's a little tougher than the softer inside part of the vegetable.
Help appreciated, thanks.

I would not worry too much. I never have removed the skins and the birds eat out the soft stuff and leave a perfect skin circle behind for me to collect.

I do not remove the cucumber skin either. Just wash (as all fruits and veggies) and slice.

I would only be careful if it's not an organic vegetable or fruit. I only buy organic for the birds... Not organic store bought veggies and fruit can have a lot of insectizides and fertilizer on it, which you can't possibly wash off completely.
I wouldn't worry about the skin being tough. I don't think they would eat it if they couldn't handle it. And after all, they eat seeds and can handle those. (I'm sure even if they shell the seeds in their beaks they get the occasional seed shell in their stomachs...
