Hi Bri...
From what I can see there are some finch mixes that do contain fennel seeds, such as Kaytee Fiesta Max and Dr.Harvey's Fabulous Finch Food.
Not sure however of the % that would need to be added.

delray Here is a link to Herman Bros. finch seed mixes. You will note that they only add fennel to their 'supplemental' mix. That makes me think that it should only be a very small portion of their diet. I would add only a small amount to your total mix.
