You may need to wait until they go through a molt. If they were severely plucked sometime it will not grow back. Give it some time.

Are you feeding it fresh egg food?
I give mine chopped up hard boiled egg.
The protein in the eggs is needed to form the new feathers.

I also give them Morning Bird Feather Fast, which is a suppliment to help the feathers grow.

Yes, all of the birds get hard boiled egg every other day, as well as fresh vegetables.
