Coco fiber.

Try this instead, you can get it at Target and pet stores....all my zebras use it. I line the boxes with a little, they move it about a bit but it is clean, dust free. The coco fiber dust could be bothering him to the point he is having an allergic reaction. Try the white bedding, see if it clears up.
