Not all societies are GOOD fosters.
Some will not foster at all, some will sit but not feed, some will not feed enough, some will toss, etc, etc.
If you have a bad society, you should remove it from fostering duties.

My thought is that it the society looking for nesting material.

I have a zebra male that does just that. Around fledging time, he will start to PLUCK his mate and/or his chicks for feathers. And it does not matter that I remove the nest after they chicks fledge, he still plucks them. Spraying him with water only stops him for a little while, then he is plucking again. I have to remove him from the cage so the hen and chicks don't get plucked.
