Bengalese Neck Problems

Have not been on this forum in many years, is good to see it is still active. I have an issue that hopefully some people will be able to shed some light on.

An aged Bengalese of mine, on of two, has of late started straining its neck backwards until it is looking up and its head is almost entirely upside down. It looks just like a broken neck, but this cannot be the case. It does this while perching. Other times it is inactive, fluffed up and not nearly as healthly looking as my other Bengalese. I believe it may be ill and in its last days, though I hope this isn't the case so I am checking to see if anyone else has experienced this.
