When birds grow back feathers after a moult, they will come through the skin covered in a sheath ( I assume this is to help it push through) which kind of looks like white spears.

Most of the time, the bird itself will push these sheaths off by scratching or preening with its beak. It's normal for most birds and it will slowly groom these out by itself.
