It sounds like your bird is quite ill. He should be seen by an avian vet, if you have one in your area. Without doing tests, there is no way to know just what is wrong with him. I would for sure get a heat lamp on him and separate him from your other birds.
Coughing and losing the voice can be symptoms of air sac mites, but you say that you don't have access to ivermectin. What medicines are available to you?

Sorry to hear about your sick Gouldian.
Without any medications available (or an Avian Veterinarian), all you can do, is keep him warm, and offer the best food which you have available (some hard boiled eggs, spray millet, and fresh greens) if he's willing to eat. Some bird Vitamins, if you have some available.
I wouldn't try any ointments on your little boy.
Good luck.

Put a heat lamp next to his cage, so he can warm up, as he needs to. For a sick bird, I keep the heat lamp running 24x7.
And watch him.
Too much heat is also not good.
One method is to put the lamp on one side of the cage, so he can get as close as he wants, to warm up, or farther away to cool down. And put up shields, so the breeze won't take away the warm air.
Keep watch on his water supply, as heat will make him drink more.
And put the water away from the lamp, so the water itself won't get hot.
