For some reason, it doesn't seem like my disinfectant is staying active for the 7 days it normally does. It's more like...1 or 2 days.

I'll notice that the once-yellow liquid is very quickly turning clear on me, as it does when it becomes inert--has anyone had this problem when using well water? That's the only difference I can come up with. But even this is kind of a stretch, because I've been living where I am now for over 6 months, and I've only noticed this problem for the last month or two.

I use the exact same powder to make the disinfectant at my father's (where we have city water), and I've never had an issue and still don't have any issues. What gives?!

Not sure, but I would think, that if the same powder works differently with city water than it does with well water, I would be suspicious of the well water.

I would install a heavy duty filteration system, have the well water tested, and use bottled water for drinking until you get some results.

Some well water, can be high in some stuff that is not good for you or your birds.
