The fella I got my Gouldians from told me their beaks moult out, as do their feathers. Is this correct?

I don't know where that 'mold' came from, I know it's moult.

The vein is dead center in the middle of the beak - it does not extend to the edges where this little piece is hanging.

Maybe this will be helpful:

The dotted lines in the center show about where the blood supply is.

So, you could easily snip that off without causing any issue.
I would snip it at the point where it is hanging..

I had a bird get a little over hang on this side of the beak and after I trimmed it it did not come back again. I think sometimes it just fluke growth spurts :)

What I trimmed off was thick and hard. He didn't appear to be in any pain and there wasn't any blood or anything. The difficult part was cutting it without him wiggling his head.

I have had a couple of birds with similar growths. I snip them off with cuticle scissors, the kind that are like nippers. Scares me more than the birds.
