we have two zebra finches, the one white one is picking on the other one. she is plucking the feathers out of his head and more recently has been biting his wing and going after him more aggressivley. Is this normal or should we do something like seperate them?

I'd separate them, at least until his feathers grow back in. If he's plucked too much he may not be able to regrow the feathers. If she still plucks when you return him, you may need to keep them separated and find them new buddies.

Hilary gave some really great advice. If you do end up trying to put them back in the same cage after a separation though, here are a few other things you can try to make their living situation more peaceful:
