Drooping a wing like that certainly indicates something is wrong though it's very hard to say what. I'm glad to see (I think I see) a perch close to the floor and the floor covered with newspaper. Would not be comfortable to get his wing between grate bars now. I would add a heatlamp at one end of the perch so he can go to it for added warmth. It may help his wing. Does he fly at all? Can he open his wing? I think he hurt it some how but to what extend - I don't know.
