I wouldn't be worried about the rope perch (but be careful to ensure it doesn't form any strands that could get caught around a foot or toe! I avoid them as I'm paranoid about threads in the cage!)
It can take a while for them to warm up to a new item.
And I wouldn't worry about the grouchy-ness. Common when one is unwell. Beemo isn't feeling fabulous, so she's not going to be keen to hang out with the other one and the other one is going to be upset by that reaction.

It's great to hear that she is responding to the medicine and her foot is looking better. I wouldn't worry about the rope perch. It may just take them time to get used to it. The pecking depends. Are they preening each other...or pecking? Just watch them. They may be worried about the perch. Not sure. I'm concerned about the puffed up part. Make sure they both have a heat lamp available. You could trying taking the perch out and see if the behavior changes. I have some birds that won't sleep in the nest only on it. Others saw birds go in and eventually followed their lead.
