Scaly legs on Spice Finch

Recently I purchased or rescued is more like it 4 Spice Finches and one of them looked pretty messed up. Tail feathers bent puffed up and scaly legs. When I got them home I put Scat on them especially the one that looked bad. I even put some on his legs. Well its been almost 2 weeks and he is looking so much better but the scales are grey and quite big. All of their nails are very long and need to be cut. Sunday I will be putting all of them in a new 6 ft. flight cage and as they go in off come the nails. Is there anything else I can do about the scales?
