Problems with Leg Band

Came home to find that my Green Singer's legband had got itself stuck all the up around his upper leg (where the feathers sorta cover).
So after a very long and stressful proccess, I finally managed to slide the band back down again.
Now my little GS is sitting there on his perch, looking very stunned, tail spread and not moving from his spot. Hope he's alright..
Anyways, I haven't removed the band, because it would just cause more stress. I think it might be a bit too big, though it never got stuck before, and he's been wearing it his entire life, about 1 1/2 years.
Should I try taking it off?

It is my understanding that it takes a special tool to remove a leg band easily....It can be done, but I would tend to leave it be for now....Maybe supply a heat lamp beside the cage to give him a little comfort while he recovers from his ordeal....I'm sure he will be fine, just give him a little space....It was probably just a fluck accident that moved the band....Watch him closely to see if there may be other damage to the leg....Hope he feels better soon!

I have tiny little wire cutters I use.
I picked up a set at Michael's craft store.
It came with little plier, cutters, wire benders
and a few other things for $7
I only do it if the bird is constantly
tugging at it and is hurting itself.
I bought a one year old Waterslager canary
that hated having a band on it.
He had it since birth.
He bloodied his leg, trying to take it off.
After the band was removed he was fine,
but it took a few weeks for it to heal.
When I told the breeder about it, he thought it
was the stress of moving to a new home.
He had it happen to him also when he bought
new birds to add to his stock.
Strange but true!1

I would watch it and make sure it's not swelling. If it does start to swell I would get the band off asap.

Well he's much better today, but quite angry with me. Tried to bite me when I was giving him his millet x3
So anyways, the band is staying on d:
