Finches maybe mated

I heard wings flapping from the cage so i quickly turned my head and it seemed that the male was on top of female for a second there , I am still not sure ...
I have put up two nests in left and right corners of the cage and I am not sure if I should fill it up with the bedding on the bottom of the cage .
My problem is that the male has lost his ability to fly since he was raised in a small cage , I have recently made a bigger cage and I am worried that they mated yet the male cant fly up and down to fill the nest with the nesting material ..is it possible since he is in a bigger cage now he regains his ability to fly?
He is around 10 years old though..
He still can fly vertically but he doesent use his wings that often ..
Will the female build the nest? I have heard that only males build nests

A few years ago I bought a package of 20 top quality selective bred canaries and since they were most always in breeder cages, none of them could fly. They stayed on the floor of a 10' high aviary for about 3 days and I finally brought in some low perches and step ladders for them to start roosting on. It took a couple more days for them to discover the joys of flying free but now they're off flying everywhere. At 10 years your male might be beyond his most productive years but who knows...I use next boxes for my finches and yes I add a little starter material at the bottom. Both M & F are busy nest builders but the M seems to pack the boxes so full they can hardly get in. My hens like to rearrange the furniture a lot. Besides nesting, my Zebras like to roost inside the boxes at night.
The boxes get a good clean out every few months with a little mite spray just in case.

thanks a lot , I have arranged his perch high up and also put his food cup water cup , essentials etc etc.. next to the perch and sometimes i find him on the ground , he can still fly though but only vertical , he flew horizontal a few times but it hardly ever happens ... alright so what I need to do is , put nesting material , also arrange his food, water down low ..
Also should I put the nest lower so that the male can build it ?
