looks like possibly fatty liver (the liver is not functioning well)

What are you feeding your birds? Are they housed in a large enclosure for exercise. Parrot finches have a tendency to over eat and if not provided enough room to burn the calories off they can tend to get fat. Disease/parasites may also contribute to the birds liver not functioning well.

Is it a hen? I'd guess at it being one. Sometimes my hens look like that just before they start laying eggs. Their little plump tummies don't show the egg, more their generous fatty layer.
Otherwise the others have raised valid points.

Over eating egg foods will also cause birds to get heavy, fat deposits... parrot finches can over eat so you may want to cut back on the amount of egg food given if using fresh grated boiled egg.
