Stuck in molt

Hi all, One of my babies from last year never coloured up like his siblings. He has just turned 13 months and still I don't see any resolution in sight. How long can this stuck in malt last?
This is very rare but it happen. I have one hen from about 80 birds that it took her over a year to finish molting. Just like yours, the head was the past part. You don't need to do anything special except I would keep him in the same cage so he feel secured.
