feathers

hi.

is evenyone have a idea why feathers dont grow neck ? long time already more than year like this,

Sometimes when a bird has been severely plucked, as this bird appears to have been, the feather follicle is destroyed, and feathers will not grow back in those places.
3 Purple Grenadiers, 1 Goldbreast + 1 cat.
