Could be avian chlamydia

Is she in with other birds?
Do you have a vet that can check the bird over, do testing?

cindy yes it is with other birds , we don't have any vet here who does testing nd all
. Is tetracycline the medicine to treat ??

It is truly impossible to diagnose over the internet from a photo, anything would be only a guess.
