Leg Band Removal?

They say bad luck comes in threes and I'm sure feeling that right now. Had two emergencies with my quail over the past few weeks and today (the day after I FINALLY put the hospital cage away) I discover a pretty gnarly leg injury (broken, I think) on my BC zebra (it's always your favorites, ain't it?) Anyhow, the injury is on his banded leg, swollen up pretty bad. I'm hoping you guys might advise me on the best way to remove a leg band? It looks like the circulation is already pretty danged near cut off and I'd like to remedy that, if at all possible. Your help is appreciated!

plastic or metal... you can also try using a cuticle clipper (drug store) to cut it off with by snipping a little at a time.

I just check it is not the same. In the link tjat i ve put the cisor is more adequate
