Eye Infection...

My lady gouldian finch started to have eye problems since last couple months ago. She will close her eye or half close it when infected. I noticed when she closed her eye, the eye lid is red. I fed her Doxycycline and put Terramycin ointment on her eye for 2,3 days, and she can open her eye like normal. But after one to two weeks, the infection comes back again. The eye infection keeps coming back after it gets better for a short time. Does anyone know how to totally get rid of this eye infection? She is still active and has good appetite. I also attached pics here that will show her red eye.

Today I noticed her feather looks dirty. They look like a lot of black dots. I also see some of her inside wings got damaged. I checked the website and some people mention about feather lice & mites. I think maybe that is why her eye infections recurred because she likes to hide her head in the back when she sleeps.
