Sorry no one has answered you yet. I wish I had some advice for you. There are so several on here with Javas so maybe soon they will come on.

Do you think they could have mites? How long have you had them?

If they had mites surely you would see them scratching and preening a lot more than normal. Are they moulting? Do you have 2 males that could be fighting, pecking each other?
If it is at just the edges it could be from rubbing them on the bars. Many times if there is not enough clearance from the perch to the bars of the cage my birds will fray and break their tail feathers. Do they have roomy quarters?

I have Javas, young pair since October, they went through a moult and used the feathers in nest box. there were so many that came out I was really worried but they grew back and now fine. Still no eggs, but they are trying.

Birds moult when they get their adult feathers but then they moult every year for the rest of their lives. Sometimes some birds will moult more due to fear, stress, diet etc.
If they are plucking them for nesting material then just add more nesting stuff, coco fiber, straw, hay, etc. this should keep them busy. Though it is not wise to breed moulting birds. Both laying and moulting take a lot of energy.
