Parrot finches plucking an owl finch

One of my males owl finches has a bloody neck. He's had it before and I suspected another finch had hurt him but today I keep seeing my forbes parrot finches picking at the bloody bit and the owl finch seems to enjoy it. I wonder if they are causing the bleeding.

I will separate the owl finch and let him heal.

Does anyone have any experience of this and what did you do to stop it?
Red avadavats, gold breasted waxbills,green singers, owl finches, Forbes parrot finches, hecks finches, gouldian finches.

I believe Parrot finches can get quite aggressive if they are in breeding mode. My RTPF male plucked a Twinspot something awful when he was wanting to breed. If the Owl is being plucked to the point of bleeding, he needs to be kept in another cage--if plucked bad enough, it can destroy the feather shaft, and they never grow feathers back in that spot.
