Removing Leg Bands?

I have an American Singer that is really being bothered by his band. What is the best way to remove this band. I am told it is light Aluminum.
Home of 5 kitties, 4 furbabies,6 canaries,2 Courdon Blues,3 RoseBreasted Waxbills,3 Gouldians,2 Green Singers and 1 Husband.

I'm assuming it is a closed metal band. I have never removed one, but redbirdproducts.com sells a tool for cutting them off. I think I need to get one of those to have just in case of an emergency.
