It's sisal fiber. I was fortunate enough to receive some bird supplies from a friend. I never opened the bag because I always used grass. Glad I didn't throw it out.

Thanks for the advice. Looks like changing the material saved the day. She had a lot of eggs. I tossed the ones that looked unfertized. There's still a lot in there
