my nest is empty

They put nesting material in the nest like in January, and they still didn't have pips! My mom was wandering; maybe they keep getting distracted? 
Sometimes it takes them awhile. What type of finch are they? They may still be to young, or just not interested yet. Also, are you sure you have a male and female. I've had a pair of zebras that set up their nest and didn't lay eggs until about four months later.
Some, never lay at all. It just depends on the finch.
