Tiffany, are you speaking of the top of the tail, the white area the base of the tail, down the tail a bit and extends a bit up the lower back inbetween the wings a little? The upper coverlets (see link below) If so this is normal for most zebras depending on the mutation. Your male is a split to pied for sure, I have not seen or read about any indicators for split to pied in that area.

It don't look like the link you posted. Its not really on his tail you can just see a little bit at the base of the tail. Its mostly his back between his wings. I wish I could get a picture but he's so jumpy.

Edit: I looked at the picture on the link again and the white feather or feathers are between the back and the rump.
