Purple is dominant over lilac, Lilac dominant over white.

My friend has a lilac breast paired up to a purple breast (not sure which is which). So will the young be all PB/LB?

Yes, the young will be split. If the purple breast is split to WB or LB then she could get LB offspring.
If the PB is split to WB and the LB is split to WB, she could get WB offspring also. :D

Here`s a question that I have had on my mind for ages
Is there any way to breed for lilac breasts if we don`t have one to begin with? If so, what would we need to start out with?

You need 2 genes for lilac for it to show if one bird is PB. If one bird is LB and one WB you would get LB because Lilac is dominate to WB.
So examples would be:
PB/LB paired with a LB
PB/LB paired with a PB/LB
WB paired with a LB

Only if you specifically know that you have purple breasted birds that are split for Lilac.
:?

If you don't, the simplest place to start would be to purchase a lilac breasted bird. :)
