I was just wondering if anyone knows if a fledgling has the black face or if it will moult into a black face?

I have just bought a new cock that hasn't fully moulted yet and i noticed that the space between his tears and beak is grey instead of white and there are little black spots. He also has a thick line of black running through his breast and half way down the front.
