Agreed with Cindy!
A peek at the tail will help with identification.

She could be a pure white:
http://efinch.com/species/whitzeb.htm

She could also be a heavily pied CFW, which would block out the tearmarks.

Penguins are another mutation that lack a tearmark, but her coloring doesn't seem quite right to be a penguin. (Unless that grey is more pronounced than in that photo? My first impression was that she was white, but looking at the photo again, it looks like she could be a pale grey?)
Humum to....
13 Zebra Finches....and 2 squeeps!
3 Society Finches
6 Gouldians
1 Weaver
1 Pintail Whydah
2 Cockatiels
2 Parakeets

....along with 1 MinPin, 1 Pug, 1 JRT, 1 Yorkie, 2 Chihuahuas and 15 cats.

Not penguin. CCFW have black tail bars. when the tail grows back in can you post again. If the top tail feathers where all white no bars she may be FS BB (Florida silver Black Breast ((sf FFBB))

this is a FFOBBB.... if the top tail feathers looked like this, no bars (minus the orange but white instead) then it is possible she is carrying BB.

cindy Is this also called a phaeo?? I think that's where I got confused last time. I was told I had phaeos the first time I got them but didn't know what mutations the phaeo carried and I think I tried breeding phaaaeo to phaeo to get the more orange bodied zebras. Is that how you get the orange bodied zebras? I'm going to the bird mart in July and I'm hoping to find them there.

Are you referring to my hen, she is FFOBBB?

Phaeo is FFBB (Florida Fancy Black Breast)
