Straw Headed Blue Gouldian with discolored head

Hello everyone,
I purchased 2 straw (white) headed, white breasted Blue gouldian cocks. I had them shipped to me. The one male is beautiful. His head color is pure white.
The other one has white and grey spots all over his head. At first glance I thought maybe he was not done molting. Then I really looked him over good and realized he had no pin feather. I am afraid he already molted and this was the result. He was born in February.
Does anyone have any thoughts on why this happened. Will he have more of a white head after his next molt. Should I breed him or will the babies likely be the same.
Please let me know if you have any advice.
