I don't know why it happens and I don't know why it's called a "bad white breast".
I do know I'd LOVE to pair him up with my slightly pied yellow female!!

You know what?> I went to the pet store this morning and saw one of the Gouldian male that look exactly like him. -->"bad white breast" At first, I thought it was a female. But then I ask and was told it was a male.

I believe that this a melanistic modification.
Typically, most of the melanistic goulds (blue breast, melanistics, etc) are the result of some sort of dietary, hormonal, or environmental (e.g., lighting) deficiency, that when corrected, corrects itself (i.e., the bird molts out to white breast in the successive year).
It could also just be a genetic blurp like a hypo/hyper morph where the pigmentation is just not expressing properly.

Some breeders here seem to be breeding birds like this with some consistency. Not sure of the genetic make up of them though.
