I have been trying to figure out what breed of canary is this little guy. He does sing and talk a lot. Any help would be appreciated.

The most popular singing breeds are the Waterslager, the German Roller, the Russian Singer, the Spanish Timbrado and the American Singer. Of course, there are others.

Or it might be a breed that stresses size rather than singing. Or, it might be a kitchen canary--a bird that doesn't come from one specific breed.

Does he sing with his beak open, or beak closed?
Beak open singing = quite a few breeds.
Beak closed singing = probably a Roller canary
Beak sometimes open, sometimes closed while singing = might be an American Singer but again, could be others breeds.

It looks like your bird has a band. Let us know what is printed on the band, that might help.

I will have to look at his band when I clean his cage. The little bugger never says still. He does sing with beak open and closed. But once I get the band info I will let you know.
